Max Resolution HD (1280×720), Standard Definition (640×480), High Quality (480×360), Medium Quality (320×180) and Default (120×90). Sizes the video does not have are shown as unavailable rather than silently skipped.
maxresdefault only exists when the source video was uploaded in 720p or higher. Older uploads, low-resolution uploads and some Shorts never get one, so the largest available size is the high-quality 480×360 image instead.
YouTube stores both. WebP files are usually noticeably smaller at the same visual quality, which is better for the web; JPG is more widely supported by older software. Switch format before downloading and the tool re-checks which sizes exist in that format.
